Abstract
This chapter seeks to clarify the scope of the right to redress for victims of torture under international law, and in particular under article 14 of the UN Convention Against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment. As an obligation of states under that article, redress encompasses the right to rehabilitation. The chapter points out that General Comment No. 3 of the Committee against Torture articulates what rehabilitation should cover for it to be accessible, available and timely for victims of torture, and to actually provide them with the care and support needed in the process of reconstructing their lives after torture. In particular, the voice and participation of the victims is of the essence in this process.
