Abstract

There are clear causal and consequential links between homelessness and social exclusion. Social exclusion can cause, contribute to, exacerbate and maintain homelessness. Similarly, homelessness can cause, contribute to, exacerbate and maintain social exclusion. (1) Countering these relationships, however, there are also clear causal and consequential links between a state’s realisation of human rights and that state’s success in promoting social inclusion and addressing homelessness.
